Broken (superficial) blood vessels, also known as telangiectasia or capillaries, can develop on almost any part of the body and appear as fine red lines.  Pigmentation, brown spots, or "age spots" can also develop almost anywhere, but most commonly develop in areas of sun exposure.  These blood vessels and pigmentation commonly develop as a result of sun damage, rosacea, heredity, injury and aging.
